Let me start of stating that I have ordered in the past with no issue. This present order of 3 license keys was emailed within minutes. The first 2 keys installed with no problems. The 3rd one wouldn't activate. How many devices can I install this on?

This is a single use OEM/OEI license, and is intended to live and die on the initial computer on which it is installed. Any attempts to reinstall on the same computer or transfer the product will be left to Microsoft's discretion.
Will I lose all my photos, documents in word if I upgrade to Windows 10 Pro?

If you upgrade from Windows 8.1, you will not loose your personal files, nor will you loose your installed programs (unless some of them aren't compatible with Windows 10) and your Windows settings. They'll follow you throught the new installation of Windows 10. It's exactly like when you upgrade from Windows 7 to Windows 8.1. However, we recommend you to back-up all your personal files before comes to time to upgrade to Windows 10, just in case something goes wrong and you end up loosing these files.
